The Higher Education Coordinating Commission shall adopt rules to implement ORS 341.019 to 341.024. The rules shall provide:\n(1) Standards for accepting proposals for service;\n(2) Procedures providing the form of agreements and for recording them;\n(3) Standards for cash and in-kind contributions by nondistrict areas;\n(4) Standards as required by ORS 341.019 (4); and\n(5) Other rules necessary to implement ORS 341.019 to 341.024.
