Each biennium, in addition to and not in lieu of any other moneys, the Department of Education shall award a grant to the Frontier Learning Network career and technical education program. The grant may be used for:\n(1) Mobile classrooms;\n(2) Developing information and technical systems;\n(3) Creating and implementing curricula;\n(4) Capital improvements;\n(5) Teachers and technical staff;\n(6) Distance learning communications expenses; and\n(7) Special project materials.
