(1) There is established an Historic Assessment Review Committee consisting of five members appointed by the Governor.\n(2) The term of office of each member is four years, but a member serves at the pleasure of the Governor. A member is eligible for reappointment. A member whose term has expired shall continue to serve until a successor has been appointed.\n(3) Appointments to the review committee shall be based on representation of interests of the county assessors, the historic preservation community, the State Advisory Committee on Historic Preservation, the development community and local government.\n(4) A majority of the members of the review committee constitutes a quorum for the transaction of business.
