Each county, city, town or port of this state adjoining or bordering on any interstate river or stream of water may:\n(1) Construct, reconstruct, purchase, rent, lease or otherwise acquire, improve, operate and maintain bridges over any interstate river or stream of water to any adjoining state.\n(2) Subject to other provisions of law, acquire property and use revenues to connect bridges to roads, approaches and other transportation facilities within or outside the county’s, city’s, town’s or port’s boundaries.
