The Oregon Department of Emergency Management shall carry out the following functions:\n(1) Coordinate emergency management functions on a regional basis within this state;\n(2) Coordinate training related to emergency response on a regional basis within this state; and\n(3) Develop and carry out emergency preparedness exercises on a statewide basis.
