A person may not obtain or attempt to obtain, for personal benefit or the benefit of another person, a payment for furnishing any need to or for the benefit of a public assistance or medical assistance recipient by knowingly:\n(1) Submitting or causing to be submitted to the Department of Human Services or the Oregon Health Authority a false claim for payment;\n(2) Submitting or causing to be submitted to the department or the authority a claim for payment that already has been submitted for payment unless the claim is clearly labeled as a duplicate;\n(3) Submitting or causing to be submitted to the department or the authority a claim for payment that is a claim that already has been paid by any source unless clearly labeled as already paid; or\n(4) Accepting a payment from the department or the authority for the costs of items or services that have not been provided to or for the benefit of a public assistance or medical assistance recipient.
