The following services are not subject to ORS 414.690:\n(1) Nursing facilities, institutional and home- and community-based waivered services funded through the Department of Human Services; and\n(2) Services to children who are wards of the Department of Human Services by order of the juvenile court and services to children and families for health care or mental health care through the department.
