A family- or client-centered service system must be a system that:\n(1) Insures active participation of clients in service planning, decision making and service delivery;\n(2) Empowers direct service workers to gain access to a broad continuum of services and flexible funding to meet the needs of individuals and families served;\n(3) Pools funds of multiple service delivery agencies;\n(4) Generates policies for program planning and implementation at the community level rather than mandating policies at the state level; and\n(5) Supports and enhances family harmony with the goal of preserving the health and integrity of all family units.
