As used in ORS 430.230 to 430.236:\n(1) 'Comprehensive community supports and services' includes:\n(a) Community-based mental health or substance use disorder treatment programs;\n(b) Community restoration services as defined in ORS 161.355;\n(c) Evidence-based and tribal-based programs designed to reduce hospital and jail utilization by target populations; and\n(d) Programs aimed at diverting individuals with nonperson criminal charges experiencing mental illness or substance use disorders from the criminal justice system.\n(2) 'County' includes a single county or a regional consortium of counties.
