(1) To receive priority consideration under ORS 430.359 (2), an applicant shall clearly set forth in its application:\n(a) The number of minorities within the county with significant populations of affected persons and an estimate of the nature and extent of the need within each minority population for alcohol and drug abuse prevention, early intervention and treatment services; and\n(b) The manner in which the need within each minority population is to be addressed, including support for minority programs under the application.\n(2) Minority program funding proposals included within an application must be clearly identified as minority programs and must include distinct or severable budget statements.\n(3) Nothing in this section is intended to preclude any minority program from being funded by a city or county or to preclude any other program from serving the needs of minorities.
