(1) The Oregon Health Authority shall establish an acquired immune deficiency syndrome program:\n(a) To provide education and prevention services to its clients; and\n(b) To provide education and prevention services to the public.\n(2) Programs authorized by this section may be operated by the authority directly or under contract with public and private agencies.
