The Oregon Health Authority shall adopt rules to implement ORS 443.014 to 443.105 including, but not limited to:\n(1) The qualifications of professional and ancillary personnel in order to adequately furnish home health services;\n(2) Standards for the organization and quality of client care;\n(3) Procedures for maintaining records;\n(4) Provision for contractual arrangements for professional and ancillary health services; and\n(5) Complaint and inspection procedures.
