(1) No person shall establish, operate, manage or maintain a tourist facility, without a license from the Director of the Oregon Health Authority.\n(2) Organizational camps operated under rental or leasehold agreements may be licensed either to the landlord or to the tenant provided that the license holder shall be responsible for compliance with ORS 446.310 to 446.350 and the rules adopted thereunder.
