The Oregon Health Authority:\n(1) May provide technical assistance and organize, coordinate and conduct training for water system personnel.\n(2) Shall conduct a program designed to stimulate public participation in matters relating to water systems through public presentations, dissemination of informational materials and other similar efforts.
