It is the policy of the State of Oregon in furtherance of its responsibility to protect the public health and safety:\n(1) To institute and maintain a regulatory program for radiation sources so as to provide for:\n(a) Compatibility with the standards and regulatory programs of the federal government;\n(b) An integrated effective system of regulation within the state; and\n(c) A system consonant insofar as possible with those of other states; and\n(2) To institute and maintain a program to permit development and utilization of radiation sources for peaceful purposes consistent with the health and safety of the public.
