It hereby is declared:\n(1) That there exists in this state a need for an increase in affordable housing for persons or families of lower income.\n(2) That it is a goal of this state to increase the availability of affordable housing for persons and families of lower income.\n(3) That there is a necessity in the public interest for the Housing Authorities Law.
