The Legislative Assembly finds and declares that:\n(1) It is in the best interests of the State of Oregon for producers of mattresses to take responsibility for developing, implementing and administering a statewide system for the financing, collection and environmentally sound management of discarded mattresses; and\n(2) It is the State of Oregon’s policy that a statewide system for the financing, collection and environmentally sound management of discarded mattresses:\n(a) Provide free, convenient and accessible opportunities for collection of mattresses discarded in this state from any person, in both the urban and rural areas of this state;\n(b) Be technologically feasible and economically practical; and\n(c) Be consistent with the policies for materials management set forth in ORS 459.015 (2).
