As used in ORS 459A.500 to 459A.520:\n(1) 'Consumer of newsprint' means a person who uses newsprint in a commercial or government printing or publishing operation.\n(2) 'Newsprint' means paper that meets the specifications for Standard Newsprint Paper and Roto Newsprint Paper as set forth in the current edition of the Harmonized Tariff Schedule of the United States for such products.\n(3) 'Post-consumer waste' means a material that would normally be disposed of as a solid waste, having completed its life cycle as a consumer or manufacturing item.\n(4) 'Recycled-content newsprint' means newsprint that includes post-consumer waste paper.
