No later than February 28 each year, each consumer of newsprint shall report to the Department of Environmental Quality the following information for the previous calendar year:\n(1) The amount of newsprint used in short tons;\n(2) The amount of recycled-content newsprint used in short tons; and\n(3) The aggregate recycled content of the newsprint used as a percent.
