Notwithstanding any provision of ORS 465.003 to 465.034, nothing in ORS 465.003 to 465.034 applies to:\n(1) Hazardous wastes generated from a removal, as defined in ORS 465.200, or from a one-time event.\n(2) A raw material that contains a naturally occurring toxic substance and that is used in a process for which there is no substitute.
