The Department of Environmental Quality shall:\n(1) Provide for the administration, enforcement and implementation of ORS 466.025 to 466.065, 466.250, 466.255 (2) and (3) and 466.260 to 466.350 and may perform all functions necessary:\n(a) To regulate the operation and construction of a PCB disposal facility; and\n(b) For the permitting of a PCB disposal facility in consultation with the appropriate county governing body or city council.\n(2) Coordinate and supervise all functions of state and local governmental agencies engaged in activities subject to the provisions of ORS 466.025 to 466.065, 466.250, 466.255 (2) and (3) and 466.260 to 466.350.
