The Public Utility Commission shall adopt by rule a formula under which the investor-owned utility shall charge all customers to recover:\n(1) The cost to the investor-owned utility of the services required to be provided under ORS 469.633; and\n(2) Any bad debts, including casualty losses, attributable to dwelling owner default on a loan for energy conservation measures.
