A license issued under ORS 475C.005 to 475C.525 or 457C.548:\n(1) Is issued for both adult use purposes and medical use purposes; and\n(2) Serves the purpose of exempting the person that holds the license from the criminal laws of this state for possession, delivery or manufacture of marijuana items, provided that the person complies with all state laws and rules applicable to licensees.
