Except as provided in ORS 497.006, as used in this chapter:\n(1)(a) 'Resident' means a person who has physically resided in this state for not less than six consecutive months immediately prior to the date of making application for a license, tag or permit issued by the State Fish and Wildlife Commission.\n(b) 'Resident' does not include a person:\n(A) Who merely owns real property or pays property taxes in this state; or\n(B) Who claims resident privileges in another state or country for any purpose.\n(2) 'Nonresident' means any person other than a resident.
