It is unlawful, for the purpose of taking or destroying any food fish, to:\n(1) Throw, cast or pass, or cause or permit to be thrown, cast or passed, in any waters of this state in which food fishes are wont to be, any substance deleterious to fish; or\n(2) Explode or cause to be exploded in any waters of this state, any explosives.
