(1) ORS chapter 255 governs:\n(a) The nomination and election of district board members of a sand control district.\n(b) The conduct of sand control district elections.\n(2) The electors of the district may exercise the initiative and referendum powers for a district measure as provided in ORS 255.135 to 255.205.
