The State Department of Agriculture, under the provisions of ORS chapter 183 may promulgate such rules as are necessary to administer and enforce the provisions of ORS 604.610 to 604.670, including but not limited to:\n(1) The time and manner of maintaining inventory records; and\n(2) Controls and minimum standards of construction and methods of operation by licensees.
