(1) The dean may authorize the seed testing laboratory to make seed tests for certification purposes and commercial tests for the use of any person.\n(2) The dean may fix and determine the fee or charge for seed testing work so as to cover the cost.\n(3) The dean may make reasonable rules and regulations covering any phase of seed testing, require the payment of the fees and charges and refuse further seed testing to any person failing to pay promptly the charges for the seed testing.
