For purposes of this section and ORS 657.880, the term 'health care coverage' means coverage under:\n(1) Health insurance policies issued by qualified insurers and health care service contractors;\n(2) Contracts entered into by and between the State of Oregon and qualified insurers and health care service contractors; and\n(3) The medical assistance program administered by the Oregon Health Authority.
