The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: 'Incorporation resolution.' A resolution to submit at a general or municipal election a referendum question to the registered voters of a municipal corporation. 'Municipal corporation.' A borough, a township of the first class, a township of the second class or an incorporated town. 'Referendum question.' The question of whether a municipal corporation shall become incorporated as a city of the third class to be known as the 'City of .........................'
