A change in the corporate title of a city shall not affect any of the following: (1) A liability incurred. (2) A right accrued or vested. (3) An obligation issued or contracted. (4) A suit or prosecution pending or instituted to enforce a right or penalty accrued or to punish an offense committed prior to the change.
