(a) Format.--A proposed ordinance shall be presented to council in written form as a bill and shall be numbered sequentially for the calendar year. (b) Single subject.--An ordinance, except for a general appropriation ordinance, may not be enacted containing more than one subject, which shall be reasonably identified in the title.
