Rules and regulations adopted by the board of health shall be presented to council for its approval subject to the following: (1) Council may approve, by ordinance, the rules and regulations submitted by the board of health. (2) Upon approval by council, the rules and regulations of the board of health shall have the force and effect of ordinances of the city. (3) The ordinance approving the rules and regulations may incorporate them by reference. (4) Council shall provide a place for the public to view the rules and regulations. (5) The ordinance approving the rules and regulations shall prescribe the penalties, fines or imprisonment for violations.
