Council may: (1) Purchase, lease and own ground for marketplaces. (2) Erect, maintain and establish marketplaces. (3) Provide for and enforce suitable general market regulations. (4) Contract with any person for the erection and regulation of marketplaces on terms and conditions and in the manner as council may prescribe. (5) Levy and collect a license fee from every person who may be authorized by council to occupy any portion of the streets, sidewalks or city property for temporary market purposes.
