In conformity with Federal and State laws and regulations, council may: (1) Regulate and prohibit the manufacture of fireworks or inflammable or dangerous articles. (2) Grant permits for supervised public displays of fireworks and adopt rules and regulations governing the displays. (3) Adopt rules and regulations not inconsistent with State regulations relating to the storage of inflammable articles. (4) Impose other safeguards concerning inflammable articles as may be necessary.
