(a) General rule.--No permit shall be issued for any building within the lines of any street laid out pursuant to this chapter. (b) Damages.--No person shall recover damages for the taking for public use of any building or improvements constructed within the lines of any street after the street has been included in the general plan or official map, and any building or improvement shall be removed at the expense of the owner.
