(a) Assistance.--Council may appropriate money or convey land, either independently or in conjunction with any other political subdivision, to the Commonwealth for the following purposes: (1) To assist the State Armory Board in the erection of armories for the use of the Pennsylvania National Guard. (2) To furnish water, sewer services, light or fuel free of cost to the Commonwealth for use in any armory of the Pennsylvania National Guard. (b) Council authority.--Council may do all things necessary to accomplish the purpose of this section.
