(a) Appropriation.--If a state of war exists, the county commissioners may appropriate money to civilian rifle clubs, duly chartered by the National Rifle Association of America, for the: (1) maintenance and rental of rifle ranges; (2) employment of competent instructors and necessary employees; and (3) equipment and uniforms for the members of clubs who volunteer for special military duty in the members' respective counties or answer a call of the Governor. (b) Restriction.--Money may not be appropriated to a club under this section unless practice by the members of the club on a rifle range is with a United States military rifle or arms approved by the Adjutant General.
