(a) General rule.--The county commissioners may appropriate money to assist a municipality to construct and maintain public restrooms and related facilities. (b) Courthouse rest and waiting rooms.--The county commissioners may provide or cooperate with a municipality or municipal authority to equip and maintain in the courthouse rest or waiting rooms for the public. (c) Lease of ground.--Any part of a ground acquired by a county for the purposes of a courthouse or other county building or facility may be leased by the county to a municipality being the county seat of the county for the purpose of the construction of a public comfort station by the municipality.
