(a) Attorney General.--The Attorney General, in cooperation with appropriate criminal justice agencies, shall promulgate rules and regulations as necessary to implement this subchapter and establish reasonable fees. (b) Supreme Court.--The Supreme Court shall promulgate rules as necessary to implement this subchapter.
