(a) Regulations.--The Environmental Quality Board has the power and duty to promulgate regulations for the proper performance of work of the department under this chapter. This subsection includes the establishment of fees under this chapter. (b) Fees.--Fees under subsection (a) shall be deposited into the Industrial Land Recycling Fund.
