If the department determines it will further the purposes of this chapter, the department may issue a general permit for each reclamation project or water pollution abatement project, which general permit shall: (1) Encompass all of the activities included in that reclamation project or water pollution abatement project. (2) Be issued in place of any required stream encroachment, earth disturbance or national pollution discharge elimination system permits.
