\nFor purposes of implementing the provisions of this chapter, the department may use:\n(1) Any money appropriated by the General Assembly to the department to carry out the provisions of this chapter.\n(2) Any other money, contributions or payments which may be made available to the department by the Federal Government or by any public or private source.
