\n(a) Matching.--\nGrant amounts shall be limited to 75% of the amount necessary to develop the program, not to exceed $15,000 annually, per school. Applicants may use in-kind support to match the amount granted.\n(b) Conditions.--\nThe secretary may approve a grant in an amount less than the requested amount. The secretary may also impose restrictions or special conditions upon issuance of the grant.
