\n(a) General compliance.--\nIt shall be a violation of this chapter to fail to comply with any provision of this chapter or any regulation, permit requirement or order established pursuant to this chapter.\n(b) Noxious weeds.--\nExcept as established in an individual permit allowing educational or research purposes, it shall be a violation of this chapter to distribute, cultivate or propagate any noxious weed within this Commonwealth.\n(c) Controlled plants.--\nIt shall be a violation of this chapter to research, market, hold, warehouse, retail, wholesale, transport, display, distribute, cultivate or propagate a controlled plant without a permit issued by the department.\n(d) Abandonment.--\nIt shall be a violation of this chapter for a person holding or required to hold or comply with a permit requirement of this chapter to abandon a noxious weed or controlled plant site or premises without first notifying the department and taking actions as are necessary or ordered by the department to remediate the site.\n(e) Concealment or misrepresentation.--\nIt shall be unlawful for a person to:\n(1) conceal a noxious weed or controlled plant from inspection;
