\nThe department shall issue a license under this subchapter when all of the following are met:\n(1) Approval of the application.\n(2) Receipt of the appropriate license fee, if any is required.\n(3) Inspection of the premises designated on the application as the place of business.\n(4) Approval of the buildings, equipment and sanitary conditions.\n(5) Such other requirements as the department may deem necessary.
