\n(a) Duties.--\nIt shall be the duty of the department and the sealers of weights and measures of the several counties and cities to enforce the provisions of this subchapter.\n(b) Regulations.--\nThe department shall have power to adopt and promulgate such rules and regulations not inconsistent with the provisions of this subchapter as may be deemed necessary to carry into effect the intent and purpose of this subchapter.
