\n(a) Development of plan.--\nThe department shall develop a plan to promote and develop aquacultural industry in this Commonwealth. Economic development and exportation of products from this Commonwealth shall be components of this plan. The advisory committee shall advise the department in development of the plan. The department must obtain the consent of the advisory committee for the plan.\n(b) Implementation of plan.--\nThe department shall, in the manner provided by law, promulgate the plan as regulations of the department.
