(a) General rule.--The commission may promulgate rules and regulations specifically authorized under this part and such other rules and regulations as it deems necessary to administer and enforce the provisions of this part. (b) Conformity to Federal law.--All rules and regulations promulgated under this part shall conform to Federal laws and regulations on the same subject matter. (c) Advice from Boating Advisory Board.--The commission shall solicit the advice and opinions of the Boating Advisory Board on any proposed rules and regulations promulgated under this part prior to their final adoption.
