(a) Wagering.--Wagering on simulcast horse races shall be conducted only in the simulcasting facility. (b) Required security.-- (1) The security measures for a simulcasting facility shall include, but may not be limited to, the installation by the licensed gaming entity of a closed-circuit television system according to specifications promulgated by the board, in consultation with the commission. (2) The board and the commission shall have access to the simulcast system or its signal in accordance with regulations promulgated by the board, in consultation with the commission.
